I’ve been pretty impressed with Cox so far and (gasp) with the city of New Orleans in dealing with licensing and tax things for my business. I’ve also never had any trouble with the state in dealing with their regulatory hoops. I’ve found, by and large, most folks to be professional and willing to help.
I think a lot of it has to do with the attitude one takes when you approach them. If you approach them with an adversarial attitude, that’s what you’re going to get. Basically, I think most of us just want to get things done with as little hassle for everyone as possible. There are some jerks out there, but I’ve found them (usually) pretty easy to get around.

I’ve got cox business service coming to the house for internet. it’s a no-news-is-good-news kind of thing for me. the connection stays up, the cable on the pole stays up, i don’t bug them, they don’t bug me.
regulatory offices in the city–ever since Nagin has been mayor, there has been a palpable, significant, noticable difference in attitude in various city hall offices. I wouldn’t go so far as to say that they care about you, but they aren’t as rude as when the mayor was a racist.
