		<description>Fair points. However, just fyi many Indians have English as their first langauge (really, check up on me!). Also, Tulane and Loyola shut their ESL programs after the storm for no particularly good reason (always been slow but steady money maker here), so all the teachers left town. Believe me, I knew them. Hours some of the laborers work they have no time to learn English. Shame, as it would help them out no end too...</description>

		<description>Need I remind people the awful discrimination our Creole and Cajun brethren faced for their not being fluent Anglophones? The law banning the use of non-English languages of LA was awful, and I hope that Louisianians have grown beyond that. My mother can no longer speak French because she doesn&#039;t feel comfortable doing so, thanks to the years of the repressive language rules in the schools she attended. 

That being said: New arrivals, contracted foreign workers, etc. -- they&#039;re all adults. Learning another language as an adult is *not* easy, and when you&#039;re working all day with those who only speak your native language and don&#039;t have the money (or access) to attend ESL classes, learning English is *not* easy.</description>
